America restiction building port

hi is posible to build advance building in the america campaign without port becouse it annoying me in that i want to build ever building in land settlements like in vanilla.
i change the export_descr_buildings by removen the line "and building_present_min_level port port" but in doesnt work can somone help me?

In America's Campaign, to build ports, you need to progress in the spain hierarchy. You need to hahve a special rank to have ports.

but how do i edit so i can build advance buildings without ports that is unhistorical
