    Default Government Transitions

    I have a question concerning government transitions. It appears that even with a spy "traitor" the influence never becomes 100% transition there is always 1% stability. Is there a penalty for going beyond the occupy policy with out full transition. If not whats the point of transition.

    I would also like to say good work on the mod. It is truly excellent.

    There's no penalty for going beyond "occupy" without a full transition. The point of "transition" really is that you need to make an effort to bring a conquered city under control. Effectively: raise the settlement's public order above 70% before it revolts. You may not have much problems with this in the beginning of your campaign, when you're expanding close to your capital city and possibly at the expense of factions with the same cultural background, but that will change.

    The idea of the government options was to allow the player to assimilate or eradicate the existing traditional culture of any given region.

    We know how factions that expanded historically dealt with the indigenous population, but we also had to account for the "what if" scenario as well. Given that we were limited to nine buildings in any tree, we had to try to accomodate all this by the additional use of cultures and aor unit availability to represent as best we could the variables. Historically similar cultures should be easier to assimilate. Opposing cultures should be far more difficult to control. Youre Government building choice goes some way to deciding this and reduces penalties over time.
