The worst ones are Carthage's. I always regret building barracks in cities where I've built them. Last game I did Massalia, Emporion, Taras, Rhegion and Kirtan and it seemed to be the most sane setup, giving me all the regionals from Gaul (Neitos and Nudeitos), Hoplites, Samnites, Iberians and Ibero-Celts and on top of that elephants and Numidians. I think that's the best snatch but it requires a constant war with Rome over Rhegion and constant bribery attempts on Massalia.

The Karthadast reforms certainly require a bit of planning and record keeping but I avoid going into Italy or Gaul to get it. In my last campaign I managed to get a ceasefire with Rome, after a "First Punic War"; by capturing Rhegion and then letting it rebel so I had no border with Rome. I then continued to occupy North Africa and Spain and acheived the required five "Integrated Barracks, Stables, Armoury and Storage Facility for Foreign Natives" there. It took me until 215 BC but it was well worth doing as the "Heavy" Libyan Spearmen and Phoenician Infantry are pretty useful for fighting Rome.

The best spots for the L5 regional barracks as Carthage are Arse (Iberians), Emporion (Celto-Iberians), Massalia (Naked Fanatics, Neitos), Rhegion (Samnites and Hoplites) and one randomly selected Numidian city (Elephants).

If you're going to spend s of money and time building them up, at least try to make sure there are 1. Lvl. 5 units available 2. They don't double each other 3. It's not hard to recruit units there and bring them to the frontlines 4. They cut off Rome from expanding your direction and nudge them into Germania and Illyria where the crappy cities and evil barbarians are.

Of course delra is right to point out that you do want to get the most bang for your buck in building level 5 regional MICs for Karthadast. But you can't have Rhegion without almost certain war with Rome and you can always get Hoplites in Sicily. Also I wouldn't be too random with your choice of North African citiies, Lixus, Kirtan or Siga will get you Numidian Nobles as well as Elephants. In addition to his suggestions in Iberia I would add Pallantia or Vellika for Asturian Axemen and Cantabrian Cavalry. Finally I think he is right about Massalia, who wouldn't want the option of some Naked Fanatics or Gallic Heavy Swordsmen (Neitos), I just didn't get there soon enough in my last campaign and it would have broken my ceasfire with Rome to take it. Maybe next time!

The sad part is the whole waiting for Romans to get freaking huge cities. If it wasn't for that I'd be connecting Rhegion with Massalia with the starting armies... And then building up for my own reforms.
