    Why are there no roads or improvements of any kind for any faction at the start of the campaign?

    Well the game starts in 1805, and as we all know Napoleon invented roads to he could better move supplies to the front in order to fight the War of the 4th Coalition in 1806. So it makes perfect sense.

    All of Britain should have paved roads already.

    Bah, that's purely British propaganda! How could they have roads in 1805 when Napoleon himself invented the road for his 1806 War of the 4th Coalition!

    I thought roads were invented in America? Anyways, is there any mods out there that has provinces developed at the start somewhat historically, similar to empire?

    Anyway, i think that some provinces start with roads, France, Provence, And england, but i'm not sure

    It's a clear case of serial highway robbery! All those roads that you built with your Roman empire were all stolen before the middle ages. All of the roads that you rebuilt during the middle ages were obviously stolen again before your empire rose in the 18th century and they were stolen once more prior to the rise of Napoleon. I guess that we should all pay better attention to our infrastructure once it's been completed.
