Why No EU Fantasy Mods? Where are the scenario tools?

I am really astounded I've not seen any fantasy/sword-and-sorcery mods for this game! It's already built around an unusual era of medieval kings and new developments in warfare, along with decaying empires and so forth.

Either specific settings (Tolkein, the Elric series, Tales of a Dying Earth could even use the Earth map!) or some general fantasy stuff seems like a no-brainer.

I'd be interested in doing this myself but I don't know how to do much more than change simple modifiers, I tried googling scenario makers but haven't found any. I'd love to find something like the Hearts of Iron 2 scenario editor (though more stable!)

Even advice on what sorts of text editors and such to make the files navigable would be nice.

From what I've seen, EU players tend to like their history.

Pretty much this. And every aspect of EU3 is geared towards history. EU3 wouldn't really work in a fantasy setting.

A rare few do exist. For example, there's this. It's for IN however.

If you want to make your own, I recommend visiting the Paradox Forums and going into the User Modification Settings (you'll probably need to register the base game to view it). There's a wealth of information in there.

As I understand it, making a new map from scratch is an extremely difficult thing to do, which is one of the primary reasons for a lack of fantasy mods like Lord of the Rings and others.
