    Default Passing HRE votes

    In my Bavaria game, I've been the emperor for a while now. I've managed to muster 50 imperial authority 3 times now, but while the first reform passed, both of my attempts on the second one failed. Anyone have any tips for passing the reforms?

    You need to have 0 infamy. The likelihood of the HRE members voting to pass the reform is heavily penalised by infamy, to the extent that even a small amount will make certain that the reform fails.

    So, ensure you have 0 infamy when trying to pass a reform, and you should be fine. Also, being popular helps: make sure your relations, on a whole, with the member states are decent.

    Oh. That would explain it. Funny thing is, if I had waited like two years, I would have had 0 infamy, but I got 13 more in the wars to get back up 50 authority after the first one failed -_-
