When I end my turn on 250BC it crashes during the AI Eleutheroi's turn every time. I don't have any settlements even close to rebelling and I've tried launching it with the BI.exe, but it's still crashing. If you need any more information I can load the save and get some more specifics or maybe just host the save file if that's easier.

Also, a minor question. What units are available during the Sweboz reform, and does the game tell me when I've achieved the reforms or does it just activate?

For the reforms stick to the EB FAQ.

1.2 fixes applied? Minimods?

Check the Frequently encountered issues for more reasons a crash can occur. If you don't find a solution, upload your save (don't forget to tell which version, minimods)

EDIT - Fixed! Changed RTW.exe to run on one processor and it seems to have remedied the problem. Thanks XSamatan, I had missed that part in the Frequently Encountered Issues thread.
