Yes, just add " -enable_editor" at the end of your shotcut's target, launch the game and click on "option". There you will see another choice: battle editor. I assume that Seth is using it to make his awesome custom cities.

It is as Nelduin said, verify you added " -enable_editor" to your sortcut.
Historical battles did not work with v2.0, but they does work with v2.08.
