no its part of the game. some generals have it as retainer.
Its the retainer of Napoleon.
He has this retainer so he can see way more on the campaign map, also he has more range sight on the battle map.
I only see Napoleon having this on the battle map.

It also prevents your enemy to have hidden units in its deployment zone and overall batllefield. Now, if you are playing as the coalition,then it sucks.

All in all it is a nice feature yes, but as Napoleon abandoned "les aérostiers" in 1799, after the campaign in Egypt where the British captured and destroyed the ballons, they should only have been present in the Italian and Egyptian campaigns.
in my Egypt campaigns he never begins with the balloon but gains it after 1 or 2 turns
I wish it was possible to invent the anti-aircraft gun 100 years early.![]()
