I think you're right. I think he isn't drunk now, but is drunk at all other times, even when he's giving speeches.

In Sunday's comics there was one that portrayed Bush and Cheney as animals: Bush was a chimp; Cheney, a badger. The chimp was "stupid," (for lack of better words) and at the end was forced to sign a paper by the badger. When he asked the badger what the paper was for the badger just stared at him, and the chimp replied with something like "Oh, right, no questions about it." Needless to say, the author writes under a pseudonym.

In fact I frequently hear jokes refering to Dick as being "the real president" of the country, as if Bush is just some sideshow monkey they put out there to dance for us. Would you really want the common man to be your president? Just an interesting concept, since politicians make such an effort to appear normal it's kind of funny that I wouldn't trust the common man to lead a nation of 300 million. I wouldn't trust a politician either, but meh.
