Are there any cheats, tricks, hacks, mod's, whatever that help in that regard.
(Well besides cheating yourself rich and bribing whoever...)

Why cheat? The AI is rarely even a pain in the butt to me in diplomacy. I don't see a need to exploit it.
You can take advantage of a factions poverty and large army to start a war.
most mods improve diplomacy, im sure there's a console command for it also and yippee this post got me off 666 posts!

As far as I know there's no way to affect diplomacy via console, I could be wrong but I do remember someone saying that the cheats do exist, but unlike in R:TW, they do not work.

There are diplomacy console commands but they can only be triggered through CS not via console.
in XGM you have the force diplomacy script, you may use it to force the AI accept an agreement (that makes alot of sense and it is in his advantage but normally he rejects it because the AI is just dumb); but you don't have to abuse it because your campaigns won't be fun anymore ..
I think a few other mods have this feature too
