Yes, its common, I know. But today, it made a lot more than usual. I just uninstalled RTW, and installed Oblivion, and now its always making the 'loading sound', if you know what I mean. Plus, the fan is acting unusual.

EDIT: Right, I just CTRL ALT DEL'd and I saw that Oblivion is taking around 50,000kb, and the CPU Usage is up from around 5-10% to 50%.
It is the sound of the hard drive. You probably need more ram, or at least some defraging.
Try this.
Open the mo' fo' up and give it a damn good clean making sure to get all of the gunk from the fans out. Re-start Windows and close all none essential programs (They should be the ones with your user name next to them in 'task manager').
Tell us what happens.

How much RAM do you have? I am going to guess that anything under 1GB is going to be inadequate (regardless of what it says on the Oblivion box).
Is it your HDD or your CD/DVD drive that is making the noises? And is it necessary to have a CD/DVD in the drive to play? If so, it might be an off-speed drive trying to deal with modern anti-piracy algorithms. If it is the HDD, and you have enough RAM, then I would throw my hat in with Lee1026: Defrag. And even if you do not have enough RAM, a defrag won't hurt.
Wait a minute. You went from 10% to 50% ? I know Oblivion is huge; but how big is your HDD? (BTW -- HDDs can be had, now, for easily less than 50 cents per GB. I've seen sales for about 30 cents per GB.) EDIT: Duh, I see you were talking CPU usage, not HDD usage.
Do you have antivirus SW? You might want to disable it only when Oblivion is playing. Norton, especially, can be a resource hog; and it wants to examine, under a microscope, every cotton-picking thing that loads.
For the fan: An excellent "Stealth" fan can be had for $10 max. That's what I paid recently in a brick and mortar store. I'm sure someone on this forum knows where to get them for less.

Stealth fans don't move much air.
They might not move as much as a regular fan; but they move a lot. I got two fans, just to be safe, and they are still MUCH quieter (and move MORE air) than the single fan they replaced. If the fan being replaced is an old standard fan and is the main source of noise (i.e. it is not your graphics card or CPU fan that is making all the noise), then noise performance can improve dramatically with no decrease in air moving capability.
EDIT: I was referring generically to fans designed to be quiet. I may have unintentionally quoted a brand name. I do not remember the brand name of the fans I installed; but they are quiet and do move a lot of air. (I know I looked; but forget the number; I will try to find the boxes and post the number here.) EDIT_2: Yes, I bought Stealth brand fans, 21dBA, and move 27cfm.

my computer has always made this weird noise where is sounds like someone is blowing a "charge!" horn. Then the sound stops all of a sudden and kinda wimpers out. It's done this since I got it so theres nothing wrong with it. But it's funny because i always imagine little people in my computer having battles and somone shoots the hornblower :laughing:

Defragmenting is almost a must after installing oblivion (well for some people anyway).
I assume the 50% was the cpu usage, also try shutting down some background tasks when you play oblivion (assuming it is lagging).
