Default Bribes & South America ("FOR SCOTLAND!")

I have 2 questions, the first is a simple one about bribing rebels:- is a more experienced diplomat the way to get rebels to accept a bribe? will they ever accept?
And in campaign, does South America ever become accessable? I understand the 'kingdoms' expansion pack allows this but is it possible to reach South America in M2TW? I only have 'quick battle' access.

    'FOR SCOTLAND!"

Yes, rebels will accept bribes, but they charge a huge amount of florins for it. And yes, a diplomat with higher influence is more likely to succeed.
I am able to answer positively to your second question as well. There are six accessible American regions in the Grand Campaign, and among them is Fortaleza in Brazil

    1. If the rebels are in an castle then it is EXTREMELY hard to bribe them, If their just walking around and you have plenty of money then it should be pretty easy to bribe them.

    2. I forgot what year it happens but very late in the game an event called The World is Round will pop up and then you can sail to the new world, Sadly though it only has around 6 Settlements and only the Aztecs to fight.

You mean the Americas campaign? Scotland is not on the map for that.
You can make it to the Americas in the vanilla campaign, so long as you get the "World is Round" event.

the world is round event happens pretty late in the game, its after 1450. then you can build a certain type of ship that can cross the oceans, and kill some aztecs and eat chocolate

I find that if I keep on offering with the same diplomat on the same turn (just continually pressing 'make offer'), they often give a counteroffer on the 3rd or 4th try.

    thanks girls,
i will try all your suggestions.
when i try to bribe any rebels, i only get one option on the left panel:- 'Bribe'.
this bribe is non variable, when i try to edit the details of the bribe they just disapear.
i saw someone write that if you give them enough money they will accept, but i cannot change anything about my bribe, i dont get the option to offer more mon.
the bribe is a default, non changable, perhaps because i am scotland...

your diplomat needs ancillary or traits, which can specifically affect bribes, for e.g. the trait that increase bribe success by 10% or the trait that decreases the cost of a bribe by 10%.
