Looking in EDB, it seems the first event that allows you to recruit them should be Heavy Mail Armor, which should come 100-115 years after the beginning of the campaign. So that should be 1200-1215.

I think there is an advanced archery event for the English around 1240ish. I got it soon after starting my late English campaign although I already had longbowmen due to starting a late campaign. So hopefully it's just around the corner for you - cuz they rock :-)
Standard longbowmen are definitely 1200 with the heavy mail event. yeoman come, I don't remember exactly when, but some time aroun d 1250ish. Retinue were with the full plate event in the mid-late 1300's.

You will get welsh mercenary longbows before 1270.

When do you unlock them on late campaign(training them), I'm on turn 13 and I'm doing good on the ones from the start but some more could really help right about now, since I know William Wallace always attacks after you take a city.
