I'm running 6.3 because 6.4 isn't working for me. So it's possible it was changed. Check your descr_settlement_mechanics.
Just mouse over the current population of the settlement and it will tell you what the requirement is for the next level.
how do we change the requirements
Damn, I love playing with these extra hard settings. The fact I can't access any decent or unique units is pretty win - until I can upgrade my cities.
