Teutonic recuitment

Only just found stainless steel and I've been playing my first game, a HRE early campaign. I've been struggling with cabbage units and it's now 1176 and I still can't build Teutonic chapter houses anywhere. I hold Stettin, Hamburg, Magdeburg, and Palanga, and Thorn is under siege, all fortresses except Magdeburg.
From what I've read on this forum, I shouldn't need a trigger to get them, but I've tried a successful crusade (Tunis though) and there's been no shortage of victories over Lithuania.
Pretty sure RR is enable too so I doubt that's it. Where am I going wrong?
