Admit it. How do they always know which settlements I leave heavily garrisoned and which ones I leave weak? Before you say something, they even know which islands I keep ungarrisoned!

The AI is designed to cheat because it makes stupid decisions and needs a leg-up to compete with a human player at all.

Yeah, the AI really does need to cheat. Even when they cheat, they still suck pretty bad. Imagine if they didn't cheat. Most mods change it so they can cheat a lot more. If they didn't cheat, the game would be no fun.

Double clicking on a settlement or fort will bring up the settlement scroll showing how many units there are inside. Even in the dark areas of the fow. In this sense we also cheat. Atleast I do.
