    Default QUESTION: How to decrease 'culture' penalty

    most effectively?


    How long does it take to reduce this penalty after destroying temples etc, and which buildings are worth destroying to aid this reduction and which ones are best leaving alone?


    I don't seem to see much cause and effect, other than a reduction in 'Public order'.

    The most import is the Govt building, of your faction.

    i thought local temples etc added to the happiness of a settlement. Destroying them would make approval drop. Building your occupation building and then your recruitment buildings is probably the best option to decrease culture penalty. Garrison with a large force until you do.

    I'm pretty sure it doesnt help. You'll still be able to build your faction-specific units or AoR units after building the correct support structures.

    Sometimes its best to wipe out a city because they will be pretty hard to tame. To genocide or not to genocide? Ah the agony of choice

    Taken Kirta, had iot for a while, there aren't any gov building to either build or destroy and gov buildings is still 60% red.

    add more troops. how big is the population? what culture is it and what culture are you? how many troops you got stationed there

    The culture penalty is affected by the number of buildings of your faction in the settlement. By far the biggest portion of this, around 30% or more, is the government building. You get to build a government building when the settlement grows to the next level, and you have the prerequisite buildings in place.

    Kirta is bugged, there seems to be no government level beyond occupation in the release build. We plan to fix this in the next patch. For now, the best thing to do is completely destroy it and leave it as it is

    culture penalty takes a in account, your govt building, the the type of faction and region.
    It works like this.

    You conquer a new cite, first thing you most by build is the govt building level (1), it help to get the
    culture penalty dow, but just little, star building the next level of govt building, because most buildings in your cite need it.

    Second import thing your faction.

    If you are, Sparta get ready to crush your helots revolt.

    it works like this if expand out side of your historical region, it get hard to control the region and you need more troops and a good(FM) to keep the peace.

    That's the first thing I do every time. In the case of Kirtha - nothing would have worked it seems.

    The "RTR VII Feature highlight: Establishing control over conquered settlements" states that: "As per usual, you should replace foreign culture buildings with those of your own culture".

    Am I correct in assuming this includes buildings such as temples, academies, theaters, arenas, taverns, and not traders, markets, water supply type buildings, workshops, mines, etc.?

    Ok, well the feature highlight was written by me, so don't take everything it says at face value.

    The point of the highlight is to make you aware of priorities when tackling low public order (PO), and the importance of using special ability spies and especially the government buildings.

    The Culture penalty, in this respect, is pretty much at the bottom of the list, because it's almost always a slow change: Both waiting for an opportunity to upgrade and rebuilding what you destroyed take time. Time that you do not have right after conquering a settlement. That shouldn't stop you from taking whatever opportunities present themselves of course.
