In the directions for the one settlement type the instructions read for the EDB:

1. Remove or comment out all convert_to lines
2. Delete the convert buildings

I have done #1, #2 I don't understand what the term "convert buildings" means I am not sure what lines to delete?

Delete the buildings that say something like "Turning to Large City" in 10 turns if you have a Fortress for example. Whatever the name of those buildings are because you no long switch between types.
