Giving settlements

I knew the rtw ai is retarded but i didn't knew is that it is impossible to give any faction a settlement as gift .

also clear the province of your forces and take everyone out of the city. some times i've noticed when you have a huge force garrsioned in the city your wanting to give they will not accept it. i think the developers did this a deterrant of drawing away the ai to defend settlements they have no chance of holding ie, a settlement you just gifted them with a few slaves spawned.
