I know with Norton the utility can quaranteen it and it's possible to get any files back from quaranteen.
You can recreate the launcher by going into the \RSII\launcher folder and right mouise click the Roma Surrectum II.exe file and select 'send to desktop'. This will create the shortcut. You may then need to add the switches in yourself - the ones to use are explained in the Release Thread.

Thank you so far. But can you please tell a 77 year old man which is the .exe file in the launcher folder and which switches? I am doing this because I am afraid I ruined my grandsons game.
Is there an easier way to just install the patch?
I managed so far to have the icon on desktop. Thank you again for any help.

The switches I use are -show_err, -nm and -movie_cam.
-show_err : if the game traps an error it will be shown when the game exits
-nm: no movie stops the default movie from being shown when the game starts
-movie_cam: allows battle replays to use a different camera
The only other switch that is used a lot is the -ne one:
-ne : runs in Windowed Mode.
Edited: There is no need to re-apply the RSII Patch to get this to work. So long as the underlying game is sound that is.

When I open "Launcher" in RSII, I have the following folder/files:
GFX, Sounds, Compile Script to .exe, Launcher, Preference Editor, and Roma Surrectum II au3 - none of them gives me the launcher (your picture).
When I run Launcher I got this:

It appears as if you have lost the 'Roma Surrectum II.exe' file - which I don't think you can get any other way than to reinstall the mod.
This is my launcher folder (with the extentions showing):

The file you need is the last one in the list.
If you deleted that file it may be in the recycle bin still (I forgot that AVG may have deleted it).
Otherwise, you could install the mod to a new folder and then copy the file from there into the existing install.
If the AVG anti-virus removed the file it will only do so again. There should be a way fir it to allow the file and maybe even get it back from whereever it put it.
