The Campus Martius lies on a drained piece of land north west of the main hub of the city. It is a place where historically the legions of the Republic would arrive for the levy and voting. Now only occasionally used for both purposes, it is still not unlikely to see festivals or occasional military undertakings receive organization here.
On the way to take up the command of his province in Gaul, the Proconsul stopped in the region of Picenum to raise his first legion. Men from all over the territory appeared where Severus' appointed Military legates assessed the men to see if they were of sound body to join.
"You must be seventeen! If you have not seen Seventeen winters leave the field, we have no use for you!"
The Legate was particularly displeased as he turned away a boy of a meager fifteen years of age, betrayed by his unbroken voice.
Severus surveyed the proceedings from a distance, always looking out to see if an older looking man put his name on the register. These he would approach...
"Ave, citizen. Have you seen service?"
The man turned around and addressed Severus
"Yes, General. I served under Pompilius during the Ligurian uprisings."
Each man would have a different story, but the ones determined to be veterans were singled out and raised to the rank of centurion. They presided over the enrollment and soon 6,000 able young men were recruited. Most were between the ages of eighteen and twenty five, a good batch of raw recruits.
Within several days the troops had been outfitted and began the march to Gaul, where their training would take place and another legion recruited.
The IX Primigenia was officially entered into military record as founded by Severus Vipsanius Magnus in 47 BCE.
