    Default A Query Regarding Smaller Settlements

    I was wondering - is it possible (or for that matter advisable) to build up the smaller towns? I was thinking on doing this by pulling all of my gov's out of the towns before attacking a large city, leaving one gov. in a town that I wanted to build up- then attacking the town and enslaving.

    Once there is enough pop. in the town I would start the building of the principal structure (palace) which I assume would allow me to build other upgrades that would support a growing settlement.

    Minor settlements dont grow, instead they are meant as an good source of revenue that you wont need to defend. Its not suggested that you leave units or family members in the minor settlements because the likelihood of rebellion is very low. Indeed, I only ever garrison them if they are on the front line.

    I suppose if you feel its important, you can develop these towns, but it may become expensive. Sometimes I build roads through them, but I dont usually have enough disposable income to do much else.

    Minor settlements are important because they constitute about 40%-50% (depending on faction) of your income on land. Its much easier to capture the minor settlements of an enemy, establish yourself, then attack the major cities.

    It is never a waste of time to develop "smaller" towns but they won't grow, still they represent a significant portion of your total empire.

    Nope. You will still not be able to upgrade (unless this has changed since FOE). Minor settlements always remain minor no matter what you try. That is the point. The mod tries to get the player to treat them like minor settlements (no garrison, no gov etc.).

    Don't fight it, embrace it.

    Also you can set the taxes to very high without caring about the loss of population growth since they're at -50% anyway. Finally guilt-free tyranny!

    ... well, guilt-free. More repercussion-free. Same thing, isn't it?

    how many settlements are minor anyway? playing as the norici i havent seen any minor settlemtn yet
