diplomacy. Send a diplomat to a faction and in the window under "Your offers" press give region and select your region. Then press 'Give this as a gift" or something at the bottom.

Lets say for example That Greece starts with Athens only ,or parthia controls most of scythia land.

You'll have to change the descr_strat for that, take a look at this tutorial.

i think u have to modify the descr_strat folder in ur data file...
but really, i wouldn't touch it unless i know what i'm doing...
i think it's just placing the city under one faction, and then giving it a garrison... just copy paste or something
