    When does the culture penalty for unrest in recently conquered cities decrease?

    never ... unless you destroy (beware: or you could upgrade them, for example *barbarian*barracks can be upgraded into *roman*militia barracks and the culture penalty will dissapear) the buildings belonging to the foreign culture

    What he said, but some buildings, like shrines are worth keeping depending on the bonus. The Julii don't have very good shrines so if a good one is in a settlement you capture the public order bonus usually cancels out the culture penalty.

    the unrest is caused by spies usually so train your own spies in that settlement and the enemy spies should have less chsnces of success.
