Ah ok,yeah that makes sense. I expected them in Cisalpine Gaul(Genoa),but ill start upgrading my Northern African cities asap then. Which city would you prefer ? Thanks! +rep

As for me I recruit it in Carthage.

Carthage, because it tends to get developed first, but I station them in Numidia, where they were stationed at Lambaesis for the best part of the existence of the Western half of the Empire.
