You would need to run RTw through the BI.exe to do this, there is no other way.

No, it just means running the Bi shortcut with the -my_mod command line added so it uses the RTW folder so you will be playing RTw through the Bi.exe, but you will still need to edit a lot of stuff in RTW.

In sum, you need to have expansion, if you want to mod original campaign to include hordes.
