First. You need to be past the first barracks event (around turn 30)
Second. you need to have a desert region with high enough city level to build the mumakil cages.
Third. You need a Desert region near one of hte mumakils on the campaign map.

actually you dont get the mumakil until about turn 60. like the knights of Dol Amroth for Gondor and the Olog Hai for Mordor. at turn level 30 Harad gets Serpent Guards.

mmh but still. they are just awesome. two units of mumakil, each charging one flank, a short meeting in the middle of the army and then leaving through the opposite flank. The morale is more than down. with that move, even the mighty spearmen of holycrap can win a meleefight

javelinmen kills them like nothing. Its pretty awsome watching a troop of pelargir marines kill three mumakils on one volley, and the rest flee into enemy ranks and run away.
Under the patronage of Finlander. Once patron to someone, no longer.
    Content's well good, innit.

Harad has excellent heavy cavalry to take out those annoying little marines.

Maybe, but you're not going to use fountain guards to chase mumakil around the battlefield (under epic arrow-fire, no doubt). When the fountain guard are weakened by other means (and, ideally, when they're already in a melee) the mumakil can charge into their rear. If they don't rout, pull back and do it again. Flexible Harad has tactics to use in most situations.

Their charge is epic - but hard to get into position imo!
Heavy cav in this game seems to always have charge issues... giant Mumaks make it worse....

Also regarding Fountain Guard... they never rout. They always fight to the last man as their morale is locked

Harad is very good. All sorts of cavalry, all sorts of infantry, good archers, supaweapon to break anyone, mighty corsair ships. Their lack of heavy armor is not a problem if you have enough cavalry and harad bodyguards have heavy armor right from the start. Their lesser mounted lancers are for slaying archers and to outnumber enemies to make them run, they are very fast and dangerous. There is no problem with their spearmen - spearmen are defensive infantry good versus cavalry that is the main danger for archers and infantry. They can hold long enough to let your cavalry to destroy enemy archers and to hammer enemy army on their way back to the anvil.

Even AI can cause casualties with Harad army.

Catapults are the best for mumakils. You can kill 2 with one shot and then they rout or go berserk against their own soldiers.

Silvan archers make hash outta mumakil too XD ive used a stack of them to kill an entire army of mumakil. it just takes alot of concentrated fire, and if you target them in a precice order theyll begin to run amok and kill eachother XD

That does explain a lot! Well, there's at least one good side to it. If I beat a Gondor army, I can be sure none of the fountain guards will escape to fight again. If they haven't prevailed, they'll be dead.

(Unfortunately, with the AI assistance, I can be sure to see them again, though...)

Which other units have locked morale, btw? I know that trolls never rout. Are there many other units that never run away?

high Elven troops don't, don't know wether they have locked morale but I don't think I saw a unit of Silvan heavy swordmen flee, I recently lost a unit, the last guy just kept on fighting till the end

Download "The Palantir v5-1.pdf" file (google for it). There's all units info including locked morale.

Fountain Guard, Iron Guard, Khazad-dum Guard, Berserkers, all kinds of Trolls, Barlog.
