Question: What triggers the Marian Reforms?

I have, historically, only played Roma Surrectum and RSII because of the excellence of their graphics. However, I have always been more of a fan of the late republican era than of the imperial, so I thought I'd try out RTR VII. Needless to say, I'm not familiar with the particular mechanics of this mod and would like to know how to trigger the marian reforms so I can stop monkeying around with the old manipular system.

Overall, impressed with what I've seen so far, by the way.
