Garrison Script can't remove it

Hi, I'm playing VH/VH with Isengard and I have been having fun with rohan. They seem to have most of their best units in the turn 28 and I haven't receive the new units but I have managed to defeat several of their armies with basic troops. I don't mind they having better troops and having better cities with more population, I actually like it for the challenge but what really annoys me is the garrisons that I have to fight after winning tough battles.

I have already read the Q&A and followed their instructions to remove the garrison script but everytime I start a new campaign the enemy keep getting troops when I siege one of their cities. I would appreciate a bit of help here
