    Default Boosting Steam Speeds

I was downloading a source mod on steam, getting 400kBps. Not the best speed I could get, but it's fine (beats the 25 kBps I used to have ). A minute later, down to 200kBps. I can live with that. a minute later, it's fluctuating between 60 and 110. What the ! I can get good download speeds while simultaneously downloading with steam, yet that remains slow. I've tried different download servers and deleting the clientregistry.blob file, but neither helped. It's not the ISP. I've had this problem with steam with other ISP's. Is there any way this can be fixed?

I would post in the steam forums, but my account is awaiting activation by a moderator there.

It sounds like it could be ISP throttling. That isn't uncommon when downloading through Steam. It seems to be more common outside the US, but Ive experienced it myself recently while in the US.

It probably comes down to traffic shaping. Im used to paying for a filehositng service, but recently I have used bittorrent more and that sends up flags no matter what you are downloading. Immediately after I saw my Steam downloads slow down significantly.
