you could try descr_campaign_db and/or descr_missions
I don't know if you can as some Crusade and Jihad targets seem to be hardcoded.
These are the valid crusade targets in the vanilla game:
Riga_Province
Vilnius_Province
Toulouse_Province
Constantinople_Province
Roman_Province
Antioch_Province
Tunis_Province
Jerusalem_Province
Cairo_Province
NOTE: any capital of an excommunicated Catholic faction can also have a crusade called on it.
so theres no real way of stopping crusades althogether? I'm doing it so the AI factions dont waste their armies early game leaving their territory defensless to go on a crusade

The only way I found to slow it down was in the descr_regions.txt was make every region crusade, jihad, and horde_target and it worked for a 100 turns in Medieval2. I have not tested it in Kingdoms.
cheers for the replies btw guys, I think I sorted it in the campain_db, something about minimum turns before a crusade can be called (i'm only assuming, makes sense though) it was set to 20 I moved it to 300

This post from the creator of the thread has already answered your question:
The setting TheGreatOne refers to determines when the first crusade can be called. If it's more turns than there are in the game then a crusade will never be called.

If no regions have the "crusade" tag then only excommunicated faction capitals will be subject to crusade. The only ways to outright prevent it are to:
a) Have no Papal States.
b) Have no Catholic factions. In this case you could make a new religion called, let's say: catholic2, and have it display as "Catholic" in game so the player would be none the wiser, and make all catholic factions into catholic2 factions.
c) increase the time between crusades requirement to an unreachable number, as TheGreatOne mentions above, but this will not prevent the initial instance of a crusade--only subsequent ones.
is there any way of disabling crusades YET
-still have the "popemetre"in the faction tab ? as in pope's favour ,that is...and configure certain missions in order to interact withh it ?
-conclave event and excomunications ?

you could possibly make it so all factions have a very low rep with the pope, this might take crusades out of the game.
also give priests a very high recruitment cost....
