Interesting question. I reckon it's more to do with the number of soldiers garrisoned in a settlement, rather than their quality though.

The number matters more than the quality.
However, as far as i know there`s a hidden unit trait called "Peasant". If such a unit is garrisoned in a city the effective unit strength of them is halved, for example from 100 to 50. But that might also only be the case in Rome tw, don`t know.
That happened in BI, not vanilla. Don't know if it is in M2TW. However, otherwise it is indeed quantity over quality.
