All players = Romans (no matter which family, but House of Scipii or Julii would be good):

1 x Roman General (normal one - not Armoured one, Roman players have no choice here)

2 - 1 x Cavalry Auxilia or Equites (it can also be 1 x Equites + 1 x Cav. Auxilia)*

4 - 5 x Hastati**
4 - 5 x Principes**
3 - 5 x Velites**
0 - 1 x Roman Archers**
*The sum of Roman Cavalry + Cavalry Auxilia or / and Equites must be 2 (!).
**The sum of Triarii + Hastati + Principes + Velites + Roman Archers must be 17.
Total number of units: 20 (x 4)
Total cost without any upgrades: ca. 8330 - 9010 each.
Number of denari has to be agreed. Each Roman player should have at least 8330 - 9010 denari (this amount is necessary for each of Roman armies without any upgrades). So in total at least 33320 - 36040 denari per team should be available for this battle. But it can also be more, if players want.
I am not sure if "Carthaginian Team" should be allowed to use all denari. If you want the battle to be a bit harder for the Hannibal's army (as it was in reality), don't allow the Carthaginian team to use as many denari as Roman team but proportionally smaller amount.

Exchanging units between players:
Players can agree to exchange units between themselves (provided that their factions have same types of units to exchange available).
For example one Roman player can give 2 triarii to another Roman player, and take 2 principes in exchange. Etc.
Also Carthage would be able to exchange some units with Spain, as these factions have many similar units.
But the sum of units of each type for each team must be in agreement with the list of units for each team provided above.

Enjoy this historical scenario (I tried to make army compositions as historically accurate as possible and at the same time I tried to make it balanced).
PS:
Carthaginian army doesn't have elephants because sources say that all of Hannibal's elephants had already died before Cannae.
Only few sources say that a few elephants (numbers range from 1 to 13) survived. But they didn't play any major role in this battle anyway.
