1. Link above will give you a good start. Lots of other sites (and books!) out there to.
2. It can be very complex or very simple depending on how you want your site to look.
3. I'm not an html expert, so I will let others help you here.
4. Professional webmasters generally charge between $25-$80 an hour. If you really want to pay a professional, I can give you the contact information for two different ones I know.
5. You can host a website for as low as $7 a month.
