Website Creation Advice

I am surprised there are no stickies on this. I am surprised how confusing is google on this (lots of useless, poor quality, confusing and not very detailed advice on this).

Now, I have browsed the internet for years and never really learnt anything on how the websites were created (never looked for that specifically though).

Now, I have a need to create a high quality (reasonably high quality) website with a search engine (inside of the website, the one that searches for data inside the website), registration forms, passwords and everything.

I know I am noob in this.

Sorry if this is dumb, but I urgently need this.

Please, everyone, give me advice.

1) Where to learn to create websites?
2) How difficult is it?
3) How to do it step by step?
4) Can anyone do it for me, and if yes

how much do they cost and where do I find them?

So far that's it

I will ask more if it's possible in this thread once I learn more (I am going to do an independent research as well, but so far I only stumble at more weird stuff, e.g. what EXACTLY is hosting, and how much does all this business of website creation cost?)

1. Link above will give you a good start. Lots of other sites (and books!) out there to.
2. It can be very complex or very simple depending on how you want your site to look.
3. I'm not an html expert, so I will let others help you here.
4. Professional webmasters generally charge between $25-$80 an hour. If you really want to pay a professional, I can give you the contact information for two different ones I know.
5. You can host a website for as low as $7 a month.
