When on the game's main menu click options and go to video options and then tick the advanced settings box and it should be their

    or

Go to preferences.txt which is in C:\Program Files\Activision\Rome - Total War and look for UNIT SIZE: 40 and change the number.

Are you talking just increasing the army sizes which factions begin with? If so take a look in descr_strat. If you just want more men on the field, increase unit size in the video options and also in export_descr_unit txt file

You'll have to start again for it to take effect.

If you want to start out with more armies, then go to the Descr_Strat text file (C:\Program Files\Activision\Rome - Total War/World/Maps/Campaign/Imperial Campaign/Descr_Strat...I think that is it) and find the faction that you want to change the number of troops for. Scroll down and find where it talks about your armies and gives a list of the units in each army. Then copy the whole line of a troop type and paste it again under the other troop types for more units. It should look something like this

    character Flavius Julius, named character, leader, age 47, , x 95, y 71
    traits GoodCommander 2 , NaturalMilitarySkill 1 , GoodDefender 1 , PoliticsSkill 3 , GoodAdministrator 2 , Austere 1
    ancillaries aged_retainer
    army
unit roman generals guard cavalry early exp 1 armour 0 weapon_lvl 0
    unit roman hastati exp 1 armour 0 weapon_lvl 1
    unit roman hastati exp 1 armour 0 weapon_lvl 1

just copy and paste the unit info-the entire line-under the other so it looks like this

    character Flavius Julius, named character, leader, age 47, , x 95, y 71
    traits GoodCommander 2 , NaturalMilitarySkill 1 , GoodDefender 1 , PoliticsSkill 3 , GoodAdministrator 2 , Austere 1
    ancillaries aged_retainer
    army
unit roman generals guard cavalry early exp 1 armour 0 weapon_lvl 0
    unit roman hastati exp 1 armour 0 weapon_lvl 1
    unit roman hastati exp 1 armour 0 weapon_lvl 1
    unit roman hastati exp 1 armour 0 weapon_lvl 1
    unit roman archers exp 1 armour 0 weapon_lvl 1
    unit roman princeps exp 1 armour 0 weapon_lvl 1
    unit roman hastati exp 1 armour 0 weapon_lvl 1

If you want different units, then look at other factions with those same units and see if they have it named. Don't just name a unit because this might cause problems. Hope that helped.

you can edit this file. With normal settings, you can have a maximum of "60" soldiers, ie in fact they're 2 more numerous and hence you've got 120 soldiers in a given unit (works for all). you can also modify artilery units, adding more siege engines. Maximum is "8". I let you imagine 8x 2 or 3 heavy onagers pummeling the opposition.

I honestly dont know as I havent tried it with a campaign. My best suggestion would be to make a back up of your export_descr_unit file (you should ALWAYS have back ups of the files you mod, just for future reference). Then change the file to your liking (note that there is a limit as to troop ##, but you can still make units very large) and try it. If you get a CTD, simply replace your modified file with your back up.
