Depends on the beeps. First you need to figure out what make/model your mobo is then get the error codes (in beeps) that it generates when there is a problem and match the beeping pattern you hear to one of the error codes.

Your machine is failing what is called the POST - Power On Self Test.
As Squid said, the number of beeps and their length have a specific meaning. Each computer manufacturer has a different code for different problems, but you can find a fairly good list of them here.

The most recent time I had issues like this was when my PSU decided to fuse itself to the mobo. The electrical scarring from the fusing was so slight I didn't catch the problem for over a week while I was trying to figure out the problem.
