I have a couple of cities (38k+ population and have all the buildings completed), but when i retrain an army, i only get the silver armour and weapon. What gives?

That's the highest you will be able to go for the Julii and Brutii. The Scipii, however, are able to build temples that provide additional strength/armor. So I suggest you take Scipii cities, especially ones with the Temple of Vulcan because that is the temple which allows gold strength/armor. If you are not in the civil war yet, then you will have to wait.

If you want them at the start ot the game (all troops and general have advanced weapons, shields and expericence) in the descr_strat change

Foundries will only upgrade the armour and weeapons to silver. You need temple bonuses to get them higher, like The Selucid Empire said. I know that the Gauls have temples that give archers gold weapons, so that would be something to keep in mind.

You can edit the export_descr_building file. Find the blacksmith buildings and then change them to something like this:
1° Lvl: +1 weapons (both light & heavy)
+1 Missile
+1 Armour
2° Lvl: +2 weapons (both light & heavy)
+2 Missile
+2 Armour
3° Lvl: +3 weapons (both light & heavy)
+3 Missile
+3 Armour
Save the file and start up a game. In cities where you have upgraded to the top level blacksmith you would be able to get all gold for all weapons/armour. Hope this helps.
for seleucids the temple of hephastus
In one of my old campaigns as the Julii, I had conquered every town except for 2: Dumatha under Egypts flag and another town in south Africa owned by rebels.(was playing vanilla) I tried taking the rebel town with a few cohorts and they easily took it, but no matter what I did I could not raise public order. Eventually I lost the town to rioting, then retook it later and exterminated them down to 400 people. Then they rioted again and their new rebel garrison consisted of 4 peasants with full gold chevrons and weapons/armour and 3 militia cavalry with all gold too! How the heck do you get that many men (about 800!) from a town of 400 with that kind of armour! Crazy!![]()
Well I crushed them- with 2 of my best legions- and asserted Roman order. Although public oreder was at 80%, it was fine with me.
