Garb's paragraph -My duties are to act about in a manner better than that demanded by the forum rules; – to contribute meaningfully in a sustained and appropriate fashion and to be mature and helpful when posting. In effect a civitates is expected to be a commendable role model for others, and to vote with his conscience whenever he is reasonably able for the good of the forum. This of course requires keeping oneself informed as to the issues at hand. Because of these it follows that civitates have an unconditional obligation to appeal against any decision by the staff which is found questionable.
The privileges of being a civitate are just another facet of their duties and obligations – They can call into questions any decision by any of the officials and can it overturned by means of a popular vote, which in effect gives them the ability to help decide the future of the forums. An additional bonus is being able to post in the Curia. Further more they have the privileges of the basic plebeian - the right to inquire and suggest changes to staff in the Consilium Publicum.
On the very first page of his “The Social Contract” Rousseau states “Born as I was the citizen of a Free State and member of its sovereign body, the very right to vote imposes on me the duty to instruct myself in public affairs, however little influence my voice may have in them.” To me this pretty aptly sums up the meaning of citizenship. However to have real effect (The forums are after all a far cry from the philosopher’s ideal nation) an opinion needs to come from a person with some authority as well as a stake in the future of the forums – a citizen. However it is not mere desire for influence which causes me to be looking for citizenship, instead I believe that the duties that come with the position will prompt me to make contributions to the community of a higher quality than I have done so far.

According to the Civitates act, I have the honour of nominating the member Tostig( http://www.twcenter.net/forums/memb...lastposter&f=20) for the rank of Civitates. His posts are well researched, written and presented, he has been always polite, with very few traces of his prospective patron's irony and temper evident.
I appreciated most his demeanour during the "April fool's day" when he gave a regular dressing down to his prospective patron for posting a Hitler image, even when he was persuaded that his prospective patron was promoting a just cause.
I believe that he will be a valuable member both in the Common community and in the Moding sections with his abilities in 2d and 3d modelling. He is also aware that in case of a mistep administrative consequences will be the least of his troubles; not that I forsee the probability of such occurence as different than zero.
The descision rests with you now.
