so i have been playing TATW middle earth campaign for like 40 turns now and i pretty much took out the whole rhun faction on very hard difficulty with just simply using archers. also when i seige a city surrounded by a simple wooden wall i just get my archers close up and just burn out the entire enemy force without loosing a single guy and the enemy just stands there and does nothing except for when i enter the city. Is it normal for the AI to be so passive when on defense on very hard battle difficulty?

I think in general the ai will not advance to you when your the one who is assaulting and their not sallying forth against you. It is unrealistic however, as they should move out of range or Sally out to you if you have a large number of archers. Look around the submod section and try some better AI mods if you want.
