Well, I need to know two things:

    1. What version are you using?
    2. Are there any Imperial Palaces in Italy?

Well, then, they should be arriving soon. In V 1.5 the reforms are triggered at a random time, but by what you have posted I would anticipate them within the next 5-15 years. (Mine once happened in 190 B.C., and this was after I had an Imperial Palace in Italy )

Also, you mention a mod. Some mods disable this feature, may I ask which mod you are using? (Sounds like a unified Rome one)

Oh, all right, then expect them to come soon. The picture is, in my opinion, the nicest one for events in the game. Also, you mentioned that you got to the civil war before the reforms- that is a good thing, the pre-Marius Romans are much easier to deal with than Urbans and Praetorians. Anyway, have fun.

Try looking around / asking in this sub-forum, as that's where I guess all the skins and things are to be found. Otherwise peruse the download section of the site

The coolest looking Praetorians I know of is Liud's black ones. They look kick-ass IMO.
