Help. RS2 won't install. Apparent missing file

I recently got rid of all the old data and rome files. I did a totally clean install of both RTW and BI with both patches. I didn't do anything with them yet when I try to install the first part of the Roma Surrectum 2, it starts and then immediatly stops and tells me that a file is missing from my computer. The message says:

"Source file not found:

user/AppData/Local/Microsoft/Widows/Temporary Internet Files/Content.IE5/F6WMBOZW/RS21.cab.
Verifty that the file exits and that you can access it."

I looked and it's not there. I don't know what else to do. If anyone can help me with this I'd really appreciate it. Thanks.
