I'm not sure about this specific buildings, but it often happens, when you conquer settlement from nation of diffrent culture than yours it will have buildings you cannot build. If they don't give you any bonuses or recruit options I reccomend you to just destroy them.

Out of curiosity, why is that? Did the Eastern Romans have a better road building system than the other European kingdoms?

The Romans were famed for their infrastructure, such as roads. This carried over to the Eastern Roman Empire.

About a kilometer behind my parents' house in Belgium there is a Roman road, around 2000 years after it was first constructed. That's how good the Romans were at building roads

Some of their roads are still in use today... something no other empire/civilization in Europe accomplished ever in the past.

I've been to Rome itself, and most of the ancient roads they built were still intact. Pretty awesome infrastructure....

There is a Roman bridge in a town in Spain that is still in use today, even trucks travel over it without trouble.

Yes the Ancient Roman roads were and are amongst the greatest works of infrastructure in history, but the question is, were the Byzantine Era Romans capable of creating roads of comparable quality to those of their famous ancestors?

I don't see any reason why the Byzantines wouldn't be able to, it's not like the road building process was a state secret lost with Rome. I guess that could imply that western Europe should have highways too, but I'm in favor of keeping them uniquely Byzantine to signify their Roman influence.

I can say byzantines was not as skilled like italic, latins. Maybe that why for me will be always greek, not romans. For certain, from Justinians and Teodosius, the great infrastructure and architecture will not be at all so impresive. If will be this a fact, Anatolia, Bulgaria and Greece will be at full byzantine networks of highways and apeducts. Is no place to put fire, but this not happend. I am agree at 1100 they were great civilisation, culture and social system. But, and is a but, they were at dawn. Sadly, but that is a fact. Other thing we forget is western Europe dont live at huts at all. We feel a bit odd but germanic civilisation, normand and frank, was not bad at all. That why they were more than a match, that why that rise and greek go to dawn. Turks are just a factor to accelerate this process, same for coruption.
If the Ravenna is a total gothic-italic thing, and is a great thing too, this happend with ceturies before 1100 why byzantium have the edge?
Yes, feudal system is not same like tagmata, but I cant imagine greek empire was so advanced in comparison with normans for example.
I play for quite a while byzantines, I love them, I love campaign, I love CBUR, but somehow look wierd to be the most advanced civilisation when in fact was not so, not at 1100, and for certain not at 1220.

It seems reasonable to assume that the knowledge wasn't localized on the Italy as those roads were not build by one team roaming around the roman empire but many and local ones. The move of the Roman Capitol to Constantinople didn't happen in disarray either so I can't see why that knowledge would be lost in the process. Is there any indication to the contrary?

Well to be honest I had thought (perhaps wrongly) that the ERE was no longer actively building highways in the 10th century, much less thereafter. I don't assume that the technology was lost overnight, but 5 centuries is a long time to retain any technology, especially with the upheaval that came along with the 5th to 10th centuries in Byzantium. Either way, it's not a big deal in game, more of a curiosity for me.

ERE had much less prisoners of war and slave labor to build extensive road systems I thought? To build a road required huge amount of labor and when ERE had the power to do so it was mostly a defensive empire- few conquests to bring masses of slaves and Christianity also lowered the frequency of slavery as an economic system at the foundations of the empire.

Where Imperial Rome could have had 20-40% of the population as slaves due to the relative cheaper costs from success in war and expansion as the Empire aged and expansion came less frequently and also the overall population of the Empire grew even a new conquest would being relatively less slaves per capita. This led to a massive increase in the cost of slaves and indentured servitude was found to be more satisfactory for many land owners as they didn't have to pay upfront costs to acquire labor and thru harsh labor terms ensure that the indentured were made to work most of their lives anyway and then the landowners did not have to pay for the slaves in retirement either.
