Tech/Doctrine progression
Just a little suggestion to make the tech line a bit more interesting, but...
Currently, with the regular tech tree, assault troops and so forth simply become available when a high-level barracks is constructed, as in normal NTW. I would propose that, instead, such troops were made available by research.
First, something along the lines of 'Pioneer Units' would unlock very limited (say, 1 or 2 units maximum recruitment) 'basic' assault units, guys specializing in close combat with the ability to hide while moving so they don't get slaughtered while charging across a field like your average mooks.
After that, basic assault troops would become available after researching "Assault Tactics" (or something of that nature), which would also give a global close-combat bonus as well as, say, improving the effectiveness of your SMG units. This would represent the development of basic assault methods such as were used in the Brusilov Offensive. This would unlock, say, the Rohr Battalion for Germany and similar units for other states.
This would lead to something like 'Shock Tactics' which would unlock storm troopers, shock troops and what have you. This would unlock true shock units (such as German Stormtroopers and Italian Arditi.) It would also, again, grant a global bonus to other troops representing how knowledge of such tactics would filter down through the ranks.
A final line might be something like 'Enhanced Shock Tactics' representing various very-late-war developments and granting bonuses to shock troops already researched, or perhaps unlocking theoretical units which were never deployed IRL (or were just made up for the mod.)
I apologize if this is already being implemented in the next version or has already been discussed. I'm afraid I don't follow this mod too closely on the forums, although I do enjoy playing it.

Re: Tech/Doctrine progression
I would agree with this actually. Most troops require a certain building type to be recruited - but the problem is these buildings already exist at the start, as does the ability to research technologies well ahead of the time. The tech tree is very randomized depending on what nation you start off with (but Britain and Italy absolutely dominate tech, Britain can get machine guns in 6 turns!)
Elite troops should be made available by technological research, like SMG Infantry.
