Hello, I have rarely posted here but I need some advice on how to get the HRE reforms approved. I can never get the majority of members to vote in favor of reform. Even though I have royal marriage with 90% of them and 40% of the minor states are my vassals. I'm Austria by the way.

Do you have good relations with all/majority of the minor state?
Did you vasssalize all of the electors?

I have 5 electors vassalized and the HRE members have 100+ relations with me, with a few exceptions of -200 relations with burgundy and some other states.

Then, I would follow what Poach said....unless infamy is not the problem.

Definitely don't try to pass the reform to form the h.r.e into a single nation if you have high infamy unless you like everybody declaring war on you.

I haven't even been able to pass the first one . Although know that poach mentions it my infamy is somewhat high so I'll wait for it to go done and then have another go at passing the reforms. Thanks for the replies!

Your infamy is a major factor in passing the reforms. You need to have very low infamy for them to pass, 0 being the best of course.
