I dont think you can recruit any unit as any faction in osgiliath. And the elves can only recruit from their starting regions, otherwise they would become too powerful and that would not be pertaining to lore.

Osgiliath is impossible unless you find a way to change it into a town instead of a camp, I believe...

u cant buy elven unit anywhere exept woodland realms.. there r 10 region where u can train elfs...

I asked what I need to change to make them trainable in other areas not where can I train them.

ohh my bad didnt understand... u can change that in i think "descr_strat" or "descr_unit" or "descr_something" im not sure, dont have lotr tw installed atm

go to descr_building and just remove the "hidden_resource" or hidden something from elven buildings and units
