    Episode 1:

Ballista Towers at Minas Tirith? Waste of cash. What you need is income. That means(at the moment) farms in your towns and paved roads at Minas Tirith.

Recruiting units is something of a waste unless you're gearing for a push south. Your building strategy is all over the place. A lot of 'wasted' turns. So many towns not DOING anything...

...I realise this is 'backseat gaming' but I can't help it.

    Episode 2:

Yes, the mission got given in Part 1. Mordor must have taken it.

    Minas Tirith needs no defense.
The City of the Kings is so awesome that it keep everyone from coming close to it.

The very first thing you should do at the start of a Gondor campaign is upgrade your barracks in Minas Tirith and Dol Amroth, and then build paved roads in both settlements and develop your sea trade buildings. Once you've secured the Anduin, the only settlements which should have more units than free upkeep provides for are Linhir, Cair Andros and East Osgiliath. Get basic recruitment structures in both Osgiliaths and ballista towers is East Osgiliath. Take Andrast and Goben Tolfalas as early as you can so that you can disband your excess troops as soon as possible. Move your capital to Linhir; it will double your income. Don't accept any adoptions or man of the hour events. You wont be able to afford the upkeep cost of your new generals and Boromir, Faramir and Imrahil will breed much better generals anyway.

Minas Tirith I get, but why Dol Amroth? I don't even think you get Gondor Spearmen out of that one.

Mines, too. Got to have the mines.

You do get Gondor Spearmen from Dol Amroth and it's useful to have a southern supply of them to fight Harad with. Mines are pretty important too.

It depends on what version/mod you play with. With MOS, you have a special unit roster available in Dol Amroth. The Pikemen are worth it to build next tier barracks, but after you no longer need to upgrade it. All you want then is to upgrade the stables until you can recruit Swan Knights, but that will take a while.

Dol Amroth is too far away from Harad so I don't build military stuff there, I send the marines from Pelargir and others are mainly recruited in Harondor itself when captured. I don't recruit a lot of troops at the start of the campaign, I just use the garrisons

I pump out a fair number of troops from dol amroth then sail them to Osgiliath/Ithilien if necessary.

I don't even touch E. Osgiliath, I focus on building up the western half of the city and cair andros. Being able to recruit solid troops from those two make defense much less of a hassle. Roads and farms though can't be stressed enough. Sea trade doesn't do much for gondor though, does it?

Also, if you can blitz Minas Morgul and Cirith ungol you seriously disrupt mordor's troll-making capabilities.

Alternatively you can send in spies and assassins to shut down their unit recruitment buildings while you prepare. Holding East Osgiliath is essential in allowing the development of West Osgiliath because cities cant construct buildings while under siege.
