My economy seems to have some very bad math going on...mostly it seems that the money from the treasury is not actually given to me. It's been happening for quite a few ingame years, but I just noticed because I put the treasury slider up to full, and I'm still losing money, apparently(I really shouldnt be). Are there any fixes for this?

Also, how do I stop paying tribute to a horde, short of declaring war again? I really dont want scrwed up stability.
