portugal and spain get it earlier; they get the naval drydock earlier than all the other nations, but the ai doesn't use it...
As far as I see the requirement for the naval dry dock is the same for every faction: the world is round event
Code:naval_drydock city requires factions { northern_european, middle_eastern, eastern_european, greek, southern_european, } and event_counter world_is_round 1
Portugal and Spain doesn't get the naval drydock earlier.
They only get to build the Caravel from the "drydock", which is a dock one level below "naval drydock". Basically, they can sail to the new world without building a naval drydock. However, to build the Caravel, they still need to wait for the "World is Round" event.
The Caravel is a unique ship that can sail to the new world, but has very little combat value. Of course, it's not like there are too many enemy fleets in the new world anyways.
And their tier 4 ship is better than the rest of the world's.
