why i can't have it?

i have build 20 assasins in my last campaign but no guild offer

Keep going and it will come! Start to assasinate characters on the map, rebel armies/heretics are a good target if you do not want to risk starting a war with anyone, also upgrade the brothel, Inn etc, line of buildings.. Eventually you will get offered the guild.

the settlement needs to have stones walls and no other guilds present before you will get an offer from them

did you try to assassinate anyone?

i have assasinate a lot of people at my campaign ,played 500 turns until now,just imagine how many i kill...

if another guild is there i cant have assasins guild?

Nope, you can only have one Guild in a settlement, you can destroy them if you accepted them in error..

I think so, I have never played with them. Check the city building browser in your game, it will tell you there
